China extends US export control list targeting 28 entities

According to the Chinese media outlet ijiwei, China has announced the enforcement of export control measures targeting 28 US entities.

The move comes just weeks before President-elect Trump takes office and looks to prohibit the export of dual-use items to these entities. Any ongoing export activities related to these companies need to be stopped immediately.

The Ministry of Commerce of China issued an official notice last week stating that, in accordance with the Export Control Law of the People’s Republic of China and the Regulations on the Administration of Export Control of Dual-Use Items of the People’s Republic of China, China has decided to place 28 US entities, including General Dynamics and Boeing Defense, Space & Security, on its export control list. The move is intended to safeguard national security and fulfil international obligations such as non-proliferation.

Among the companies effected, the report highlights Intelligent Epitaxy Technology (IntelliEPI). The company is a global leader in epitaxial wafer production and a specialist in III-V compound semiconductors such as gallium arsenide (GaAs), indium phosphide (InP), and gallium antimonide (GaSb). It employs advanced Molecular Beam Epitaxy (MBE) technology for its production processes.

IntelliEPI offers vertically integrated capabilities, from substrate manufacturing to epitaxial wafer manufacturing, and its products serve a wide range of applications such as wireless communication, satellite communication, and fibre-optic communication, as well as space and defence applications like infrared sensing, night vision, and imaging.

Over the past few years, the US has imposed sanctions on hundreds of Chinese companies, citing national security concerns. At the end of 2024 the outgoing Biden administration introduced a new wave of export restrictions targeting 140 Chinese semiconductor companies with restrictions placed on shipments of high-bandwidth memory (HBM) chips to China, which is essential for advanced applications such as AI training.

In December, Biden also announced the launch of a Section 301 investigation into Chinese-made legacy semiconductors.

In response, China has restricted exports of rare earths and critical minerals crucial for advanced chips and weaponry. In December 2024, China’s Ministry of Commerce announced an immediate ban on exporting dual-use items like gallium, germanium, antimony, and superhard materials to the US.
